Looking to save some money I've bought Glycolic Acid to do home-made chemical peeling. Totally disappointed. I've been afraid of chemical burns, but the solution was so light nothing happened. Then I've done the same peeling to a specialized dermatologist. It is like 10 times more expensive but 100 more rewarding in terms of visible effects. So go to a professional.
Also, a good product was a Palmer's lightening solution, is quite cheap but you can see some results.

4 Steps to Remove Scars Forever
1. Take vitamin E orally daily (400IU)
2. Use a body scrub and scrub regularly. I recommend using St Ives Apricot Scrub. Its very cheap and effective
3. Apply and massage the whitening lotion or Vitamin E cream or gel religiously onto your body or legs morning and night
4. Try to avoid the sun or apply sunscreen on exposed body or legs (particularly the areas with scars)
If you want to see faster results, I would suggest using ScarFade Scar Gel on top of the above routines.
